The process begins with the applicant presenting their valid Identity Card/Citizen Card as proof of identity, from which the biographical data are obtained by consulting the respective database. Photographs are only necessary if the applicant is required to be present, and photographs are captured using the specialised equipment. The facial image, fingerprints and signature of the holder are collected. The holder chooses the mode of delivery for the Passport and makes the respective payment.
The normal delivery time for the Passport at customer service points is 5 working days, counting from the date of delivery to the National Mint and Official Printing Office (up to 6 pm). In urgent cases - at the request of the applicant - a shorter period may be arranged, with the respective emergency fees being charged. The Passport can be delivered to the place where it was requested or, with the payment of an addition fee plus an extra working day for delivery in Europe, sent by mail to the address of the applicant.

For Algeria, Argentina, Chile, Egypt, India, Iran, Israel, Morocco, Pakistan, Peru, Sao Tome and Principe, Tunisia and Venezuela, delivery is made by diplomatic bag and only to consular posts, with levels of service and delivery times adapted to these circumstances.
Delivery times in the US may take up to 4 weeks.
The amount to pay for the normal service for the issuance of the Passport requested in national territory is €65. Plus €10 for delivery service to the address indicated by the applicant, to be delivered within 6 working days. The remaining fees applied and deadlines established for the issuance of the Electronic Passport are provided in Ordinance 1245/2006 (2nd Series) of 25 August, and reviewed in Ordinance 418/2011 of 1 April and Ordinance 397/2018 of 13 August.

The same procedure should be followed as for other official documents: contacting the relevant authorities, namely the police or issuing authority. The same procedure should be followed in the event the passport holder is abroad: contacting the local authorities and informing the Portuguese consular representation in the respective country of the loss or theft of the passport.
When an application for a replacement for a destroyed, lost or stolen Passport is completed and signed, the applicant shall make a sworn declaration as to the particular circumstances of the events of its loss, theft or destruction.
For security reasons, the document declared as lost or stolen shall be included in national and international databases for the purpose of seizure and should not be used. In the event of its use, the document will be seized and sent to the issuing authority.
The use of a lost or stolen document subsequent to being replaced may be punishable by a fine of €250 to €750.
The granting of a Second Passport to a holder of a valid passport may only take place in exceptional circumstances, duly justified and where it is concluded that its granting corresponds to the national interest or to a legitimate interest of the applicant as a result of relations between other states.
